Council this week: Townhouse development, traffic concerns, permit parking

A busy schedule ahead for Richmond city councillors this week.

A public hearing is being held regarding a proposed five-unit townhouse development at 7433 St. Albans Rd. in Richmond today.

This is one of three agenda items scheduled for the 7 p.m. public hearing held at the Richmond council chambers.

A shared vehicle access is being proposed for the development. However, neighbouring residents are concerned that the shared driveway would lower property values, increase traffic and noise as well as higher insurance costs.

On the contrary, city staff wrote in a report that the shared driveway would have several benefits including supporting a key cycling route on St. Albans Road.

Before the hearing, city council’s general purposes committee Monday meeting will take place at 4 p.m.

Meanwhile, councillors will be looking at whether to approve Landa Oval Development’s application to rezone 6851 and 6871 Elmbridge Way at this week’s planning meeting.

According to the city staff report, general traffic impact and concerns were raised by residents in the neighbouring development.

Landa is proposing changes to its application including primary vehicle entrance and exit to the development parkade through the new west road access, relocating hotel pick-up and drop-off spots, and a controlled gate to avoid more traffic volumes.

Councillors will also be looking at a pilot project to control parking on Alta Court, in the Azure Road area, at Wednesday’s public works and transportation committee meeting.

City staff is recommending a one-year pilot to have resident-only parking on Alta Court.

The staff has identified Alta Court, a cul-de-sac with 13 homes, as an area that could possibly have permit parking.

The pilot would be implemented if it’s supported by city council and the residents on the street.
