A lengthy document from the City of Richmond outlines what the city can do to promote youth engagement as well as services and opportunities for youth. It's called the Youth Service Plan and can be viewed in a city report here
The report shows in an appendix all the organizations that work specifically with youth.
Ultimately, it appears to be a road map for council goals as they relate to youth service priorities from 2015-2020.
