Richmond city staff are recommending more traffic calming measures to curb speeders in east Richmond.
Westminster Highway is an arterial road and forms part of the region's Major Road Network, connecting Richmond and New Westminster.
City staff are recommending installing traffic calming measures on both sides of the Cranberry Childcare Centre driveway with curb-mounted delineators to slow down westbound traffic from New Westminster.
This would cost around $37,000 to install and would have an estimated annual operating cost of $2,000.
About 10,000 vehicles travel down the road every day and it's both a transit and emergency route, according to a city staff report.
In 2023, a speed study was done on Westminster Highway between Smith Crescent and Boundary Road in the Hamilton neighbourhood.
The study on the arterial road, which has a speed limit of 50km/h, showed 85 per cent of drivers were going around 65 km/h eastbound and 87 km/h westbound.
Twelve per cent of vehicles in the eastbound direction were travelling more than 90km/h.
According to ICBC, collisions on Westminster Highway between 2020 and 2024 included 29 at River Road, 12 at McLean Avenue and seven at Smith Crescent.
The city installed shoulder flexible delineators in April 2024 between Smith Crescent and Boundary Road to reduce speeding vehicles.
Updated speed studies were conducted in October 2024 and May 2025 at the same location. Staff found 85 per cent of westbound drivers were going about 22 per cent slower. Their speeds were reduced on average from 87 km/h to 68 km/h after the delineators were installed.
However, the average speed of eastbound drivers remained the same — 65 km/h in October 2024. By May, however, speeds had gone down to 58km/h.
"While the shoulder delineators installed in 2023 have been successful in eliminating the upper end of observed speeds, speeds still exceed the posted speed limit of 50 km/h," reads a city staff report.
Another option suggest by city staff, while not recommended, would be to install three more sections of curb-mounted delineators along Westminster Highway, between Smith Crescent and Boundary Road.
Costs would be around $75,000 plus a $5,000 annual operating budget cost.
The traffic calming in Hamilton will be discussed at Wednesday's public works and transportation committee meeting.
