Richmond Mounties are calling for the public’s attention to convicted sexual offender living in Richmond who must stay away from children and is limited to being out in public without supervision.
Kosta Tsekouras, 32, is not to attend parks, public pools, playgrounds, schools or daycares and is not to engage in any activity with anyone under 16 years-old, stated Richmond RCMP in a news release Friday.
Tsekouras is tall at 6’3” and weighs 220 pounds. He has dark brown hair and brown eyes.
“Our concern here is that Mr. Tsekouras does have a criminal record with a sexual offence conviction and several entries for failing to comply with a probation order,” said Cpl. Stephanie Ashton.
Tsekouras has previously breached his conditions of his release for incidents dating back to 2010. He spent six months in jail for those breaches.
Tsekouras is not to be outside of his residence without a designated probation staff member or family member. That means if he is spotted in a one block radius of any library, park, pool or school police should be contacted immediately by calling 9-1-1, Ashton noted.
When asked why Tsekouras does not wear an ankle bracelet monitor RCMP spokesperson Sgt. Cam Kowalski said such devices are not employed on people who are on probation.
“Under a probationary charge they don’t use those devices,” he said.
According to a 2012 Corrections Canada study, GPS tracking devices have been found to not deter parolees and the devices themselves have been wrought with technical glitches. Other studies have indicated the devices may hamper a convicts' efforts to reintegrate into society.
