I ride my bike every day regardless of weather and encounter this type of driving numerous times during each ride. If a car has a turn signal on, it doesn't mean they are going to turn. If they have no signal on, it doesn't mean they are not going to turn.

Running red and yellow lights, making right turns on a red light without stopping and speeding up as lights change is rampant in Richmond. I have been forced off the road three times and hit once. My left elbow is held together by steel pins and wires.

I won't even get into hand helds. I suspect heavier fines and license suspensions for multiple offenses might mitigate the situation. As a retired Navy diver, I've done my share of recoveries due to drownings, most because of carelessness and inattention to conditions. They are not pleasant situations to attend and I empathize with the Richmond RCMP.
