Re: “Make all dog owners pay,” Column, July 8.
Thanks for your article about dogs and liabilities.
In Europe, the dog owners must have insurance if they have a “dangerous dog,” period.
If dog owners have to have a high insurance here, and would be held responsible with no ifs and buts, people would think twice about owning these dogs.
Richmond’s bylaws are a joke, as is enforcement. More people will suffer.
