Video has surfaced on social media of a bizarre and disturbing incident in Richmond which attracted the attention of police earlier this week.

The footage, taken by a local resident on Tuesday evening as she walked home, shows a seemingly distraught or injured man crawling along Cooney Road, near Cook Road, in the city centre.

As he crawls along the middle of the road to at least two waiting police vehicles, a bare-chested man – who the local resident believes was covered in blood – can be seen and heard shouting something about a dog from his doorstep.

A police officer can be seen entering the frame just as the video finishes.

The following day, Wednesday, the Richmond News received a report from another nearby resident of a large police presence at what appears to be the same address on Cooney, with people in hazmat suits going in and out of the detached residence.

On Wednesday, all the Richmond RCMP would say that there was an “ongoing investigation” in connection to “altercation at a residence yesterday evening” and that there was “no concern for public safety at this time.”

Richmond RCMP told the News on Monday that the officers wore hazmat suits for their own hygiene and Covid-19 protection, adding only that the incident itself was the aftermath of a "domestic altercation."

It’s not the first time, however, that house has come to the attention of the RCMP or the News, as it featured in an apparent stand-off story back in September 2020, which led to sections of Richmond city centre being cordoned off.

Sirens, a voice on a P.A. system and loud bangs were reported to the News by local residents back then.

And videos posted on social media showed heavily armed police, including an armoured vehicle, surrounding a detached property.

In a second video a loud bang can be heard, however it's not clear if that came from the residence or from the police.

Witnesses said they also noticed someone in the neighbourhood being led away in handcuffs.

Police later told the News that an arrest was made as part of an “ongoing investigation into a residential” break and enter.
