Vancouver mayor's former foster son surrenders to Richmond RCMP

A week after his foster-son relationship with Vancouver Mayor Gregor Robertson created head-lines, Jinagh Navas-Rivas surrendered to police for his alleged role in a dial-a-dope operation.

Richmond RCMP located and contacted Navas-Rivas Thursday and were able to persuade him to turn himself in, RCMP spokes-man Sgt. Peter Thiessen stated in a written release.

Robertson urged the 21-year-old to surrender last week after learning of the charges. The mayor and his wife, Amy, were foster parents to Navas-Rivas for a two-year period ending mid-2009 while he attended secondary school in Vancouver.

Navas-Rivas has been charged with two counts of cocaine trafficking in Vancouver and Richmond and one count of transfer-ring a .22-calibre Ruger pistol with ammunition on Nov. 18, 2011 in New Westminster.

The gun and drug charges stem from a six-month investigation by Richmond RCMP.

Vinh Hoang David Le, another suspect, also turned himself in Thursday to sheriffs in Vancouver, and remains in custody.

"It appears that these two suspects did the right thing and surrendered to investigators amid significant public pressure," said Thiessen.

Another man charged in the case, Raymond Ma, surrendered Wednesday. Two other suspects, Leslie James Miller and Willie Sing Cheung Truong, were taken into custody last week.

The RCMP expects there will be additional arrests of two or three suspects.

The indictment alleges that Le was trafficking cocaine and methamphetamine in Richmond from June until he was charged in December. And the indictment says Le worked with Navas-Rivas and Ma in November and December to traffic cocaine in Richmond and Vancouver.

One of Navas-Rivas's two drug counts relates to a cocaine trans-action in Richmond on Dec. 9, allegedly with co-accused Miller.
