Did you guess correctly?
It was, of course, the old Steveston Courthouse, which was on Third Avenue in Steveston Village, just north of the Buck & Ear pub.
The building has heritage protection, but is now the site of Persian restaurant Anar.
This was photo was thought to have been taken some time in the 1930s.
