Surplus could've prevented tax increase

As a follow up to my comments in your June edition, I pointed out it might be unwise for the city to consider the $4.5 million as a surplus, and instead of finding places to immediately spend it, perhaps it would be more prudent to put these funds towards the 2013 taxes so residents would be spared yet another tax increase.

It seems, however, that this approach was not considered appropriate, and now we, the taxpayers, will again be subjected to another tax increase of $5 million, as well as even more increases for water, garbage and recycling.

This so called "surplus" might have overcome the need to again raise our taxes.

Are there lessons to be learned here?
