I received Richmond's Annual Report, which stated, "Our vision is to be the most appealing, livable and well-managed community in Canada."

Let me relate my recent and not quite yet completed experience with the replacement of water mains in West Richmond. This project started end of January with Targa Contracting putting the mains in. Only now, at the end of June, is it all completed. (They only just threw on the grass seeds.)

For four months, I have had either a pipe sticking out of the ground, or for six to eight weeks, a big hole in the lawn.

An efficient public works department could have done the city portion in about a week to 10 days. So, at least in this department, the "well-managed" part of the vision needs some serious focusing.
