One factor contributing to the flood risk is the city's nonenforcement of the bylaw restricting paving of residential property. Home owners are aware that there has been no penalty for flagrantly ignoring this rule.

It requires leaving a minimum percentage of a home's property unpaved to allow rainwater to slowly percolate into the ground. When paved, the rainwater runs directly onto the road, overloading the sewers and the Richmond pumping stations.

This obviously increases the risk of flooding, necessitating the construction of more pumping stations. All due to the lack of enforcement of a very important bylaw.
