In 2007, a few private citizens, with a penchant for harboring stray cats, won a bid for animal control in the city for substantially less than the SPCA.

In 11 years, from their bid of under $100,000 to an $8-million taxpayer funded upgrade? At this exponential rate, can we expect to foot a $30-million-plus “upgrade” in another 10 years?

In a municipality that not only refuses to license cats, but lets them roam at will? The lunatics have indeed taken over the asylum.
