Re: “Happy Tails: Hospital to help fund animal care,” Feature, April 26.
I read with interest about the restructuring of the Richmond Animal Protection Society and the good news for all concerned — with the exception of those decent Richmond residents who are concerned about off-leash dogs.
I didn’t read one word about increasing enforcement of bylaws to deal with the proliferation of dog owners who believe the community’s bylaws do not apply to them.
Perhaps, the city will finally step up and make that a condition of continuing the relationship between RAPS and the city.
