Don't pussyfoot around shark fins

What does Councillor Chuk Au mean by saying that he is against an outright ban?

Does he want the restaurants to serve half a bowl instead of a full bowl to reduce the impact on sharks, or does he not care?

A ban is outright, there are no half-measures.

Basically, he is trying to say shark fins should be served at restaurants.

How does Au intend to educate the public? By sending them on shark finning boats to see what sharks without fins look like?

Perhaps he could educate the public by showing them a human being without limbs. That would truly drive home the message.

Au knows very well that, when it comes to business, it is the bottom line that counts, not the extinction of a species.

He does not want to antagonize the Chinese restaurateurs he rubs shoulders with while dining at the places that specialize in shark fin soup.
