Richmond - The Editor, We have lived next to South Arm Park for many years and frequent the area on a regular basis.
We always enjoy watching the dog owners exercising their animals.
However, in the last few months, it seems many dog owners are treating the park as an off leash area.
Many of the animals are well behaved and there are many more that are totally out of control.
I have a little trouble understanding why these people think they are above the law?
