Motorists should expect delays as a vehicle incident is causing heavy congestion heading in Richmond early Monday morning.
According to Twitter, a vehicle incident on Highway 91 westbound is partially blocking the right shoulder just past Westminster Highway.
Westbound traffic is backed up on Highway 91 to the on-ramp from Annacis Island as well as the on-ramp from Highway 91A.
Emergency crews are at the scene.
