Third man violates firearms ban

Gang member involved with 2007 Dover Park shooting arrested in Richmond

A third man with gang ties has been charged with violating a firearms prohibition in connection with a Dec. 19 trip to a Port Coquitlam gun range.

Donggu Kevin Woo was arrested in Richmond on Tuesday and charged for allegedly target shooting last month, Sgt. Lindsey Houghton, of the Combined Forces Special Enforcement Unit, said Wednesday.

The 25-year-old Surrey resident is well-known to police, Houghton said. He was with fellow gangsters Matin Bin Laden Pouyan, 31, and Bi Dong Lam, 25 at Port Coquitlam's DVC Indoor Shooting Range just before Christmas.

The trio is linked to the United Nations gang. All three were scheduled to appear in Vancouver Provincial Court Thursday.

Pouyan was arrested and charged with illegal gun possession after a Wild West shootout in Richmond's Dover Park in early 2007. He pleaded guilty in September 2007, getting a two-year sentence.

When Pouyan was convicted in 2007, he was already under a lifetime firearms ban handed to him after he opened fire in a crowded Abbotsford nightclub on Valentine's Day 2004.

Woo was convicted of possession for the purpose of trafficking in Vancouver in 2007 and received an eight-month conditional sentence and a 10-year firearms prohibition. He also has a conviction in 2008 for breach of court-ordered conditions.

All three were watched by gang police as they visited the shooting range. All those who use the facility sign a waiver saying they have no prohibitions or other legal impediments preventing their use of the range's firearms.

Pouyan and Lam were arrested Dec. 21. At the time, Pouyan had four separate court orders banning his use of guns, while Lam had just one dating back to a 2007 conviction for break and enter during a home invasion.
