Richmond city staff aren't recommending lowering the speed limit on No. 3 Road in Richmond City Centre.
Richmond city council asked its staff in November to do a traffic study along the stretch from Granville Avenue to Westminster Highway to see whether the speed limit should be lowered from 50 km/h to 30 km/h.
“The speed and collision data do not warrant any changes to the existing speed limit on this section of No. 3 Road,” city staff concluded in a report going to the public works and transportation meeting next week.
ICBC data show there were 610 crashes along this stretch from 2019 to 2023.
Of these, 248 crashes were at No. 3 Road and Westminster Highway - two involved pedestrians and three involved cyclists.
During this same period there were 174 crashes at the Granville Avenue and Westminster Highway intersection, seven involving pedestrians and three involving cyclists.
However, ICBC data didn’t identify speeding as a “contributing factor” to the collisions along No. 3 Road.
Out of the 28 collisions involving pedestrians and cyclists, 20 were due to drivers failing to yield to pedestrians and cyclists who were in crosswalks.
In their report, city staff note No. 3 Road is a "major thoroughfare," and therefore "maintaining the existing 50 km/h speed limit is appropriate to move traffic efficiently across the corridor."
