New Richmond community centre completion pushed to 2028

The Capstan Community Centre will be built in Phase II of the ViewStar development.

The second phase of a residential and office development in the growing Capstan area is underway and, when completed, will include a 33,000-square-foot community centre.

The ViewStar development, owned by Yuanheng, held a ground-breaking ceremony on Monday for the community centre, which is expected to be completed by late 2028 and will be run by the City of Richmond.

ViewStar is a three-part development, and the first phase, with six residential towers, has now been completed.

This second phase will include two residential towers, one office tower, and a community centre on McMyn Way.

The groundbreaking was attended by local politicians, both municipal and provincial, as well as Yuanheng staff.

Richmond Mayor Malcolm Brodie said the new community centre will be a “gathering space and centrepiece” of the neighbourhood.

“What a spectacular neighbourhood this is turning out to be… this is truly a vibrant area in our City Centre,” he said.

He noted the Capstan Community Centre will be LEED gold standard and will have recreational, educational, social and cultural aspects.

It will include a gymnasium, an indoor track, multi-purpose rooms and a space for children.  

The ViewStar development is directly across from the recently opened Capstan Canada Line Station on No. 3 Road.

The third phase will include a riverfront park, and the development as a whole will have 63 low-end market rental units.

According to a Richmond city staff report that was approved by city council, the deadline for finishing the community centre was pushed forward in May 2020 from Dec. 31, 2021 to Dec. 31, 2023.

The developer, Yuanheng, however, requested a further extension so the new community centre would be in sync with the overall project, according to city spokesperson Clay Adams. 

"Any costs associated with that new completion date (late-2028) will be borne by the developer," he added.
