Stalled Richmond condo development being fenced

The city has ordered an eight-foot high fence to replace temporary fencing around Atmosphere, a stalled project on No. 3 Road.

The westside sidewalk on No. 3 Road near Alderbridge Way will be closed until Dec. 31 as a developer puts up a large fence around a stalled development project.

The site is one city block in size and has been excavated, leaving a large hole where six residential towers as well as commercial and office space were supposed to be built.

Atmosphere, an 800-unit project, ground to a halt earlier this year after which its building permits expired.

The city demanded the developer put an eight-foot-high “engineered” fence that is anchored to the sidewalk to prevent people from climbing over it.

Up to this point, it has been surrounded by a temporary fence.

The southbound-side sidewalk will be closed 24 hours a day until the end of the year between Alderbridge Way and the entrance to Lansdowne Shopping Centre.

The development plans included 112 market rental units and 38 affordable rental units.

The developer – Alderbridge Way Limited Partnership - will have to reapply for building permits, but the city has said there has been no movement on the project.
