Council this week: Public council participation, patio program extension, climate change treaty

Richmond city council is looking at requiring pre-registration for anyone who wants to speak remotely at a council meeting.

But people showing up at a meeting will still be take part without registering in advance, if amendments to current bylaws are passed by city council.

This issue was first brought to the attention of councillors when a “discrepancy” on the City of Richmond’s website created confusion over the participation rules at a council meeting in March.

This is on the agenda for Monday’s general purposes committee meeting, which will take place at 4 p.m.

According to a staff report, the requirement for pre-registration is not referenced in the council procedures bylaws, and therefore staff is recommending an amendment to it.

At the same meeting, city council will also consider whether to extend the temporary patio program in Richmond to June 1, 2023 and whether to approve a permanent patio program to replace the temporary one.

The new process for issuing patio permits such as public space patio regulations, development permits, fees and other procedures were also noted in the report.

Meanwhile, Coun. Michael Wolfe is recommending city council support the Fossil Fuel Non-Proliferation Treaty, which aims to protect the public from the risks of fossil fuels.

Richmond students and activists have plans to gather at city hall on Monday afternoon to endorse this agenda item.
