Abandoned animals get portable as part of $92 million capital budget

Overcrowded animal shelter gets relief, district energy expands, another new fire truck on the way

Here are some highlights from the City of Richmond’s $92.5 million capital budget for 2015 (full report).

- Richmond’s overcrowded animal shelter is set to receive some temporary respite with the installation of a $136,000 portable that can accommodate 60-75 animals.

“The shelter was designed to house approximately 70 animals but regularly accommodates over 200 animals on a monthly basis. The installation of a trailer is a cost effective means to provide much needed shelter space,” stated a finance report.

There is no indication from the city if the city will get a new shelter. The old shelter was built in teh 1970s.

- Lansdowne Road from Cedarbridge Way to Minoru Boulevard will see a $1 million facelift with underground wiring and paving. This will alleviate the traffic quagmire that exists at Minoru and Lansdowne.

- The city will purchase another replacement fire truck at a cost of $970,000. Nine new trucks are expected over the next 11 years.  

Other new capital budget highlights include:

District Energy Utility expansion - $12.1 million

Strategic Land Acquisition - $10 million

Garden City Lands, phase 1 (perimeter walking path) and Middle Arm Hollybridge pier - $4.7 million

Park acquisitions - $4.7 million

Residential water metering - $1.9 million

The City of Richmond plans to replace the following infrastructure:

Drainage infrastructure - $9.2 million

Various water mains - $6.9 million

Various sewer replacements - $5.8 million

Repaving roads - $5 million

The city is also spending $5.5 million to repay previous parkland acquisitions that used the Industrial Use reserve.
