Earlier Wednesday morning, a semi truck was seen flipped on its side before 4:30 a.m. on Highway 99 near Cambie Road. The accident reduced the highway to one lane and caused severe congestion. Traffic was getting around the incident via the No.4 Road and the Shell Road off-ramps and an HOV lane. Crews were on the scene.
