The Philippine Cultural Celebration in Richmond took place at the Brighouse branch of the Richmond Public Library last Saturday. The event featured dancing, food, music and a visit from the Philippine Consul General Jose AP Ampeso, as well as, an appearance by Philippine author Miguel Syjuco (who wore the yellow suit).
